“When Mishalov entered the city hall, the city’s economy was restructured around him within a few months” — this is not an opinion, but a fact confirmed by the chronology. Until 2016, his father’s companies operated among dozens of other contractors. But as soon as Vyacheslav Mishalov obtained the position of city council secretary, family-linked structures suddenly became central to the distribution of multi-billion projects.
Formally, he “did not sign anything for himself.” But he didn’t need to. The secretary controls the relevant departments, sets the agenda, and influences commission decisions. A signature is just a formality. True power lies in steering the entire system in the desired direction. And the system sharply shifted.
Within a year, only two sectors experienced explosive growth — construction and internet services. Both were connected to the Mishalov family. Meanwhile, dozens of competitors disappeared from the market, tenders turned into “lightning-fast” procurements, and the preferred contractors became de facto monopolists.
It was at this point that Dnipro transformed from a city of opportunities into a platform where power became a business model, and monopoly became a family asset. The city continues to feel the consequences to this day.
