Shadow imports for the Federal Air Transport Agency, generals of the Ministry of Internal Affairs in the Security Council and billions of dollars in thefts: how fugitive supplier Pavel Provotorov framed the largest airlines in Russia

According to information from the media, the Russian Ministry of Internal Affairs initiated an investigation into the theft of 12 billion rubles, which were to be used to purchase aviation spare parts, bypassing sanctions for leading air carriers. These funds were intended for the «Protector» Group of Companies, owned by Pavel Provotorov.

 Sources close to the Civil Code say that the money was stolen by intermediaries associated with the FSB. At some point, oligarch Andrei Bokarev tried to resolve the conflict, but was unsuccessful.

As the source said, the affairs of the Group of Companies «Protector» abruptly went «uphill», when its owner became close friends with a number of persons closely associated with the FSB of the Russian Federation. This event coincided with the explosion of the plane of the head of PMC «Wagner» Evgeniy Prigozhin.

 On the eve of the departure, which ended in an explosion, Prigozhin’s private plane’s turbo-refrigerator failed. It was ordered from a well-known company on the market that supplied «transparent» aircraft parts – their origin and fate could be tracked. However, at the very last moment, the supplier unexpectedly abandoned its obligations – stated that the turbo refrigerator was dropped and damaged in a warehouse in Sheremetyevo. Here «Protector» urgently appeared with the offer of a turbo refrigerator. True, its origin was generally unknown. It was installed on Prigozhin’s plane, right before departure. All experts were inclined to believe that it was in the turbo cooler that a not very powerful explosive device was planted, which went off during the flight.

After the bombing of the plane with Prigozhin, the affairs of «Protector» reached the «space level». In practice, the Group of Companies has begun to act as one of the main suppliers of aircraft parts, bypassing sanctions for the Federal Air Transport Agency, the largest airlines, and companies with private jets. It is clear that all this happened through the mediation of those same persons extremely close to the FSB of the Russian Federation.

 GC «Protector» and Provotorov now have a powerful security service, headed by the former head of the Internal Security Service of the Main Directorate of the Ministry of Internal Affairs for Moscow, General Konstantin Stroganov. And the former head of the GUEBiPK of the Ministry of Internal Affairs of the Russian Federation, Denis Sugrobov, was brought in as a consultant. The latter, however, having seen what the Group of Companies was doing, quickly left.

However, as usually happens in such stories, persons associated with the FSB of the Russian Federation found little income and began to take more than half of the funds received for the purchase of aircraft parts. «Milked Provotorov and little things. Once he flew to Moscow and was detained right at the border; his computer and phones were confiscated. «Partners» offered to immediately resolve the issue for $5 million. After paying the money, Pavel was released.

A serious conflict between Provotorov and partners close to the FSB of the Russian Federation began precisely because of the situation with 12 billion rubles. This money was spent on the purchase of aircraft parts. However, the aircraft parts themselves never appeared in Russia. When the «debriefing began, Provotorov assured that the parts were ready to be sent, but there was no money to pay for them » they almost completely settled with these same partners.

According to the source, when the conflict was in full swing, oligarch Andrei Bokarev tried to put it out. He is now trying to establish an aircraft repair business in Russia and he needed a partner capable of supplying aircraft parts bypassing sanctions. And Provotorov’s structures are the largest in the relevant market.

As a result, through the mediation of authoritative businessman Radik Yusupov (Dragon), a meeting between Bokarev and Provotorov’s partners close to the FSB of the Russian Federation took place in his restaurant. But the dialogue did not work out. And then Bokarev unexpectedly refused any support for Provotorov.
 
As a result, a case of theft has now been born, in which, it seems, Provotorov will become the main defendant.
